Given that DarkWarrior Duck is an obvious parody of (among other things) Judge Dredd, I'm surprised that there seems to be few/no artworks on this.
Anyway, this is a parody of the opening of the Judge Dredd story 'America' (with apologies to John Wagner and Colin MacNeil). Namely -- [link].
You can't really read the belt buckle on the statue but it says 'ego sum lex' ie 'I am the law'. (hopefully. I don't know Latin)
Ironically, I haven't yet watched the Dredd movie. Waiting on the DVD release.

Edit: Just an explanation of why I think DarkWarrior is a Dredd parody:
- Arbitrary code of justice. DW, like Dredd, is invested with judicial and executive power (seemingly with the city's imprimatur).
- DW colllars criminals for trivial crimes like jaywalking and imposes disproportionate punishments. This is a running joke in Dredd (e.g. Judge Dredd gives 6 months penal servitude for littering).
- Use of advanced AIs/robots like the judges in Dredd.
- DW's 'justice' statue, which evokes the towering judge statue in Dredd.
- Personality of DW is similar to Dredd, i.e. authoritarian, and well... you could say pig-headed.
- DW's 'shoulder pads' (?), belt and gloves remind me of Dredd's costume.
- We know god (i.e. Tad Stones) is aware of Dredd because the Ratcatcher is based on the Lawmaster (Dredd's bike). John Wagner was the co-creator of both Judge Dredd *and*the Batman villain 'The Ratcatcher' (!)
